LEAD

OVERVIEW

Nine (9) youth leaders are elected annually at NC FCCLA's State Leadership Conference to make up the State Executive Council and serve a one-year term as the representative body of NC FCCLA. The State Executive Council's primary function is program development, program implementation, and public relations.

The State Executive Council has the following responsibilities:
  • Review the aims and objectives of the state strategic plan and program of work.
  • Recommend the establishment of programs, projects, and activities.
  • Plan the program for state meetings throughout the year.
  • Conduct official business of the organization at state meetings throughout the year.
  • Interpret and advocate the goals and program activities of NC FCCLA to groups and individuals within and outside the organization.

The responsibilities of each officer position can be found in the NC FCCLA Bylaws and Board Operating Policy (About > Governance).

Candidates will prepare a 3-minute speech related to the below prompt. Please see the guidebook for more information regarding the SOC and NOC speech requirements.

2026 STATE OFFICER CANDIDATE SPEECH TOPIC
This year's theme is ConneCTEd. As a candidate for state office, explain what it means to be connected in FCCLA. How will you help every member across North Carolina feel seen, valued, and connected as a state officer?

2026 NATIONAL OFFICER CANDIDATE SPEECH TOPIC
This year's theme is ConneCTEd. As a national officer candidate, explain what it means to build connection at a national level. How will you strengthen relationships between members, state associations, industry partners, and the national organization to ensure FCCLA remains unified, relevant, and impactful?
Please be aware that this topic is specific to North Carolina SLC. If the candidate advances to represent NC at the NLC, they will need to review the NLC speech topic that National FCCLA releases.

The State Executive Council is excited to stay ConneCTEd with your chapter! Invite an officer to attend one of your meetings—either in person or virtually—by reaching out to them directly. They’d love the opportunity to meet your members, share their FCCLA journey, and talk about their goals for the year.
